The Challenge
Operational excellence requires systems that work, staff who understand and can fulfill expectations, and leadership that can see—and address—what’s happening on the ground. Organizations are constantly evolving to meet new needs, priorities, and practices. It is important that agencies have policies and procedures that align with the mission of the organization and can reinforce cultures of safety.
When policies don’t match practice, when supervision varies by shift, or when processes evolve informally over time, risk grows. Leaders often know something is off but can lack the bandwidth or resources to go at it alone.

- Inconsistent supervision and uneven staff performance
- Risk drivers and bottlenecks
- Grievance, disciplinary, or investigative systems that lack credibility or structure

What We Do

Our targeted assessment model examines presenting issues, analyzes key procedures and practices, identifies root causes, and delivers actionable recommendations and we stand alongside agencies to implement them.

- Litigation, settlement agreement, and consent decree support
- Contraband detection and mitigation strategies
- Supervision and management of vulnerable populations (e.g., aging population and youthful offenders)
